The Program Manager, Secure Network Design support the End-to-End Secure Network (E2ESN) organization within WWOS, driving programs that create Earth's most reliably secure supply chain through prevention, intervention, and investigation. This role combines Amazon's core program management competencies with domain-specific expertise to architect, plan, and secure Amazon's global transportation network across supply chain miles – Global Mile, First Mile and Middle Mile OTR. Team apply the "Shift-Left" principle to engineer resilience into the network design architecture itself, building a capability that prevents incidents by design rather than chasing them after the fact.
Key job responsibilities
Program Planning & Execution
- Owns the lifecycle of complex cross-functional programs with considerable impact across organizations or geographies
- Define program scope, goals, success criteria, and inputs/outputs metrics in collaboration with stakeholders
- Develop and maintain program roadmaps, glidepaths, and work-back schedules aligned to OP planning cycles
- Drive mechanisms (WBRs, MBRs, portfolio reviews) to track progress vs. plan and surface risks early
- Accountable for overall program strategy and tactically driving teams inside and outside the organization to deliver
Secure Network Design
- Architect a Secure-by-Design Transportation Network, embed security principles into network design decisions where security becomes a primary design variable alongside cost, speed, and service level.
- Defines secured network path strategies that ensure that theft and loss are structurally designed out through preventive architecture before they materialize
- Enable actionable intelligence that drives systematic improvements across the network
- Measure adoption rates and alignment metrics for deployed solutions
- Leverage AI-driven decision support and ensure investments are focused on the most at-risk vulnerabilities for maximum impact
Stakeholder Management & Influence
- Partner cross-functionally with Operations, Finance, Tech, Legal, and WWOS teams - Field Loss Prevention, Investigation teams.
- Facilitate alignment across AMER and INTL regional teams to ensure consistent solution deployment and best practices adoption
- Represent program status and strategic direction in leadership reviews
- Serve as the bridge between E2ESN Solutions teams and partner teams
- Build and maintain relationships with partner organizations
Delivery & Operational Excellence
- Identify and mitigate risks, resolve blockers, and escalate appropriately through WWOS governance
- Manage dependencies across multiple concurrent initiatives and workstreams
- Makes appropriate trade-offs to optimize timelines and deliverables in consultation with stakeholders
- Drive continuous improvement through retrospectives, lessons learned, and mechanism design
- Establish and maintain standard operating procedures (SOPs) for program operations
Data & Analytics Stewardship
- Own program-level data quality, ensuring accurate $ loss / entitlement attribution by supply chain segment
• Partner with Data Services teams for dashboard development and automated network coverage tracking
• Parter with Finance team to drive theft/loss estimates using statistical models
• Support AI/ML integration into security solutions to reduce manual investigative burden
Basic Qualifications
- 5+ years of program or project management experience
- Experience using data and metrics to determine and drive improvements
- Experience owning program strategy, end to end delivery, and communicating results to senior leadership
Preferred Qualifications
- 2+ years of driving process improvements experience
- Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field
- Knowledge of general AI tools
- Experience designing, implementing, and scaling upskilling, apprenticeship, or workforce development programs across large-scale operations or corporate environments, including forecasting workforce needs and leveraging analytics to drive program decisions

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
