WSP USA is seeking a Senior Program Manager, Aviation PM/CM for our New York, NY Office.
The Senior Program Manager, Aviation PM/CM serves as a senior aviation leader responsible for the successful delivery of complex aviation capital programs while providing executive operational leadership across WSP's aviation portfolio. The position reports directly to the National PM/CM Lead and is organizationally aligned within the National Aviation PM/CM organization. Project assignments are determined based on business priorities and may include leadership responsibilities for one or more major aviation programs nationwide. This position expands WSP's executive aviation delivery capability by providing experienced leadership for major capital programs, supporting strategic pursuits, strengthening operational consistency, and developing future PM/CM leaders.
Expand WSP's executive aviation delivery capacity by providing experienced leadership for complex aviation capital programs and strategic assignments across the aviation portfolio. The position provides deployment flexibility to support current and emerging business opportunities while maintaining primary responsibility for successful project delivery.
Lead one or more major aviation capital programs from planning through design, construction, commissioning, and closeout.
Provide executive operational leadership for strategic aviation assignments throughout WSP's aviation portfolio.
Implement National Aviation PM/CM operating standards, delivery processes, and governance requirements established by the National PM/CM Lead.
Lead project mobilization, transition, recovery, and operational improvement initiatives.
Partner with the National PM/CM Lead and regional leadership to identify, recruit, interview, onboard, mentor, and retain high-performing PM/CM professionals while supporting workforce planning and succession initiatives.
Facilitate collaboration across regional aviation teams to promote consistent delivery practices, knowledge sharing, and operational excellence.
Travel as required to support aviation programs, pursuits, executive client meetings, and strategic assignments.
Serve as Program Manager, Project Director, or Executive Advisor on complex aviation capital programs.
Lead multidisciplinary teams and maintain executive-level client relationships.
Deliver projects safely, on schedule, within budget, and to client expectations.
Develop delivery strategies, staffing plans, technical approaches, and proposal content.
Participate in executive interviews and support transition from pursuit to project execution.
Conduct project health assessments and recovery efforts.
Implement standardized PM/CM delivery methodologies.
Capture and share lessons learned and best practices across the aviation portfolio.
Identify and recruit experienced aviation PM/CM professionals.
Mentor project leaders and support succession planning.
Develop a pipeline of future aviation PM/CM leaders.
Maintain project profitability through effective planning and forecasting.
Support strategic growth through successful project execution and technical leadership.
Assist with project staffing, resource deployment, and utilization.
Required Qualifications
Bachelor's degree in Engineering, Architecture, Construction Management, or related discipline; Master's preferred.
15+ years managing complex infrastructure projects with at least 10 years in aviation leadership.
Experience leading airport capital programs exceeding a billion dollars; mega-program experience preferred.
Experience with Design-Build, Progressive Design-Build, CMAR, and Design-Bid-Build delivery methods.
Preferred Qualifications
PMP, CCM, PE, RA, DBIA, or equivalent certification.
Executive leadership on major aviation capital programs.
Program Manager, Program Director, Owner's Representative, or PMO leadership experience.
Expertise in multiple project delivery methods.
Advanced project controls, forecasting, risk, and change management.
Consultant, designer, contractor, and stakeholder management.
Strategic pursuit and proposal leadership.
Recruiting, mentoring, and succession planning.
Digital delivery, BIM, dashboards, and data analytics.
Executive communication, negotiation, and conflict resolution.
Leading geographically dispersed teams in a matrix organization.

Compensation
Expected Salary (all locations): $200,900 - $300,000
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
