WSP is currently initiating a search for a Senior Technical GIS Manager for our Phoenix, AZ office. This role provides overall leadership for the Southern Mountain GIS team, including team management, business development, subject matter expertise, and strategic technical guidance. The position supports the capture, modeling, and analysis of geographic and tabular data to evaluate and validate spatial relationships for client projects.
The Senior Technical GIS Manager will guide multi-site and multi-phase efforts by coordinating and overseeing field investigations, leading spatial mapping and analysis, identifying patterns and trends, and driving the development of innovative applications and tools at the intersection of data analysis, programming, and cartography.
This position serves as a key advisor to project managers and technical leaders, integrating GIS expertise to solve complex environmental challenges and inform corrective and mitigation strategies across a range of science and planning disciplines. The role also includes oversight of onsite activities to ensure GIS deliverables are executed to a high standard of quality and in alignment with industry best practices.

Your Impact
- Provide oversight and review for GIS surveys and reports from teams and field sites for project research and investigation.
- Ensure the appropriate use of quality control standard and procedures for research and data collection, accurate documentation, and the analysis of incoming and existent data to determine the exact locations and portrayals of project areas, site impact, and associated physical and geographical sensitivities.
- Provide leadership and review of team’s projects to include staffing assignments, project delivery, as well as technical expertise on GIS work relating to digital mapping, merging topographical data with external data, verifying site conditions and characteristics, and validating and signing off on the authenticity of spatial data.
- Oversee the analysis of literature, data, archived records, and other sources of information to identify, visualize, and articulate primary, secondary, and tertiary impact.
- Prepare, complete, and/or review GIS segments pertaining to survey reports, impact assessment, peer review, and permitting activities for assigned projects (e.g. CEQA, NEPA, etc.).
- Prepare data and visualizations such as maps, tables, charts, reports, models, cross-sections, and other illustrations for the interpretation or presentation of more complex data and larger scale data, findings, or analyses.
- Ensure technical reports and presentations explain research, findings, and recommendations to address, prevent, control, or remediate physical and geographical site issues and complex problems.
- Provide primary GIS leadership and input to planners, scientists, and engineers in the analysis, evaluation, and interpretation of spatial and geographic data obtained during field investigations, offering insight with moderate to high-level or complex threat mitigation, master planning, and permitting activities.
- Oversee and monitor cross-functional teams in executing project work, including project budgets, tracking hours and expenses, and task completion.
- Assist with development and scoping of large-size, multi-phase, and/or more complex GIS projects.
- Coordinate with regulatory agencies, clients, communities, subcontractors, and technical staff in a confident and professional manner.
- Develop a client base for providing high level GIS services including identifying additional business development opportunities and engaging in proposal writing and submission.
- Mentor staff to support their growth and professional development.
- Collaborate with professionals from a variety of disciplines to provide future ready solutions for clients.
- Remain current in latest GIS practices, methods, procedures, subject matter, and techniques.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

Who You Are
Required Qualifications
- Bachelor’s Degree in GIS, Environmental Science, Planning, or a related field.
- 10+ years of relevant post-education experience in discipline with prior GIS experience.
- Advanced proficiency with ESRI’s Arc GIS platform.
- Highly proficient expertise with spatial relationship techniques, analytical skills, local/regional/country topography and geography with assigned projects required.
- Demonstrated technical competence leading and reviewing technical reports, mapping efforts, impact evaluations, siting reports, planning scopes, and environmental permit applications for assigned GIS segments/project.
- Ability to work independently and provide guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.
- Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity.
- Strong proficiency coordinating with clients, regulatory permitting and resource agencies, communities, and technical staff required.
- Strong self-leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.
- Advanced proficiency with technical and business writing, office automation and communication software, technology, web mapping applications and tools.
- Extensive critical thinking and problem-solving skills required to reach conclusions from testing results, data collation, and identify the most effective solutions to accomplish objectives of assigned projects.
- Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
- Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.
- Occasional travel may be required depending on project-specific requirements.
Preferred Qualifications
- Master’s Degree is preferred.
- Essential professional licensure/certification.
