Job Responsibilities:
Strategic
- Set the strategic direction for APAC Operational Risk Management, ensuring alignment with global risk appetite, Head Office expectations, regional business priorities and regulatory requirements.
- Lead the development, implementation and continuous enhancement of operational risk standards, frameworks and governance across the region.
- Provide independent advice, review and constructive challenge to first line businesses on material operational risk matters, emerging risks and control effectiveness.
Financial
- Provide oversight of the Risk function’s business management activities, such as budget planning, expense discipline, headcount tracking
- Ensure operational risk initiatives, remediation activities and regulatory commitments are delivered within agreed timelines, resources and governance expectations.
- Support informed decision-making by providing clear risk insights, management information and escalation of material risk, control, cost or delivery issues.
Customer/Stakeholder
- Maintain and develop strong collaborative relationships with the stakeholders, particularly at the management level and across the risk teams.
- Represent the Operational Risk Management function at senior governance forums, risk committees, regulatory engagements and audit discussions, ensuring timely and balanced escalation of material matters.
- Partner with stakeholders across the region to strengthen risk culture, embed effective risk ownership and support consistent adoption of operational risk frameworks and tools.
People
- Lead, coach and develop direct and indirect reports (if any), focusing on their performance and career development
- Take accountability for own succession by actively developing a ready successor, while driving broader talent development and succession planning across the function
- Drive initiatives to strengthen employees’ engagement, retention and organizational effectiveness
Other/ Control
- Oversee core operational risk processes across APAC, including Risk and Control Self-Assessments, control testing, Risk Champion activities, self-identified issues, operational risk events and incidents, and key risk indicators.
- Provide oversight of IT, cyber, information security and emerging AI-related risk governance, ensuring effective identification, assessment, control and escalation of material risks.
- Maintain and enhance business continuity, disaster recovery and operational resilience frameworks, including oversight of Business Impact Analysis (BIA), Business Continuity Plan (BCP), Disaster Recovery (DR) tests, tabletop exercises and crisis simulations.
- Oversee third-party risk management and product governance frameworks to ensure risks are appropriately identified, assessed, monitored, escalated and mitigated throughout the relevant lifecycle.
- Liaise with Head Office in Japan on strategic, operational, governance and business management matters, ensuring regional alignment with head office policies, standards and expectations.
Job Requirements:
- Minimum JLPT N1 Certification (or equivalent business-level Japanese proficiency) is required to effectively engage with Head Office and Japanese stakeholders, as the role requires business-level Japanese language capability for policy interpretation, governance alignment, and stakeholder communication.
- Minimum 15 years of experience in the banking or financial services industry, including senior leadership experience in operational risk, within a global banking environment.
- Minimum bachelor’s degree qualified
- Demonstrated experience in designing, implementing, and overseeing risk management frameworks, including Risk & Control Self-Assessment (RCSA), control testing, issue management, Key Risk Indicators (KRIs), third-party risk management, product governance, Business Continuity Management /Disaster Recovery (BCM/DR), IT/cyber risk, and emerging AI-related risk governance.
- Strong knowledge in operational risk management within the financial services sector, with a strong understanding of second line oversight, risk governance, control frameworks, and regulatory expectations.
- Proven ability to lead at Managing Director level, demonstrating strategic judgement, executive presence, senior stakeholder influence, regulatory credibility, and the ability to provide independent challenge.
- Strong business management capability, including planning, budget oversight, resource coordination, and delivery management.
- Excellent communication skills, with the ability to influence and engage stakeholders at all levels.
- Strong coaching, mentoring, and leadership skills to manage and develop a high-performing team.
