KPMG is currently seeking a Managing Director, Government Contract Compliance to join our Ethics and Compliance organization.
Responsibilities:
- Lead the firms Government Contracts Compliance program, including governance, strategy and day-to-day oversight of regulatory compliance obligations
- Maintain a comprehensive understanding of government contract regulatory requirements and emerging enforcement trends, translating changes into effective compliance program enhancements, policies, controls, training and business guidance
- Oversee government contract compliance risk assessments, monitoring, testing and key risk indicator activities to assess program effectiveness and drive continuous improvement
- Serve as the primary lead for government contract audits, regulatory examinations and audit readiness efforts, coordinating responses and remediation initiatives
- Partner with business, legal, risk, independence, privacy and compliance stakeholders to embed compliance requirements into firm processes and operations
- Prepare and deliver compliance risks, regulatory developments, control effectiveness, issue remediation and overall program performance to senior leadership and governance committees
Qualifications:
- Minimum 10 years of recent experience leading regulatory compliance, government compliance, legal, risk management, internal audit, or related programs within a complex organization
- Deep experience with Federal Acquisition Regulation (FAR) and agency subparts, Cost Accounting Standards (CAS), DFARS Business Systems and indirect cost rates and procurement statutes
- Demonstrate experience managing the full lifecycle of DCAA audits, including incurred cost audits, business system audits (Accounting, Estimating and more) and forward pricing rate negotiations and experience working with government contract oversight and audit agencies including DCMA, DCAA and GSA
- Profound knowledge of government contracts and regulatory compliance requirements, including compliance program governance, risk assessment, design, monitoring, testing and remediation practices
- Demonstrated experience designing and operating risk-based compliance programs, including risk registers, controls, policies, training, monitoring activities and reporting mechanisms
- Strong analytical, communication and stakeholder management skills, with the ability to synthesize complex regulatory content into executive messaging to senior leaders and partners across legal, risk, privacy, compliance and business functions
