Program Summary

Job Summary
The Fuel Distribution Systems Foreman is responsible for overseeing the daily operations of multiple fuel distribution sites within the region, ensuring the safe, efficient, and compliant operation of fuel distribution systems, tank farm facilities, retail fuel operations, and mobile fuel routes. This role supervises and monitors personnel, coordinates fuel deliveries, oversees equipment maintenance and preventive maintenance programs, and ensures adherence to all health, safety, environmental, and regulatory requirements. The Foreman leads fuel distribution teams, manages work priorities, supports contractor coordination, monitors operational performance, and conducts internal inspections and spot checks to ensure reliable fuel operations and mission readiness across all assigned locations.
Roles and Responsibilities
- Supervise and lead a team of subcontractor employees, ensuring efficient and safe operations at multiple sites.
- Must have at least 2 years U.S. Military fueling experience.
- Verify that Statements of Work are adhered to by subcontractors and ensure their compliance with project standards.
- Oversee employee training and ensure all process verifications are completed at assigned sites.
- Ensure all sites comply with Health, Safety, and Environmental (HSE) policies, procedures, and required training.
- Identify and implement cost-saving measures within fuel distribution operations.
- Ensure all fuel systems at assigned sites have the necessary equipment for seamless operations.
- Monitor and verify that all preventive maintenance checks and schedules for fuel systems are followed and documented accurately.
- Maintain accurate fuel accountability for all assigned sites, ensuring no discrepancies.
- Enforce adherence to KBR Standard Operating Procedures (SOPs), Work Instructions (WIs), Desktop Operating Procedures (DOPs), and company policies at all times.
- Ensure proper quality control and documentation for fuel testing, including API gravity, workmanship, water levels, additives, filter effectiveness, and temperature.
- Conduct regular safety briefings, maintaining a culture of safety and regulatory compliance.
- May be responsible for conducting performance reviews, addressing disciplinary actions, and assisting the manager in hiring, firing, and promotion decisions.
- Perform additional duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- High school diploma required; some college coursework preferred.
- At least 5 years of related work experience, including a minimum of 2 years in a lead or foreman role in fuel distribution systems or a similar field.
- In-depth understanding of U.S. Army Fuel Regulations and Manuals.
- Strong leadership skills with the ability to supervise and mentor teams.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).
- Excellent communication and interpersonal skills, with the ability to interact effectively with employees, subcontractors, and management.
- Strong organizational and problem-solving skills, with a keen eye for detail.
- Ability to perform under pressure while maintaining safety standards.
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
- Experience managing multiple sites or large teams in the fuel or logistics industry.
- Familiarity with fuel distribution systems, maintenance schedules, and fuel testing procedures.
- Additional certifications in health and safety (e.g., OSHA), environmental management, or fuel distribution may be preferred.
- Advanced knowledge of U.S. Army fuel management systems, regulations, and procedures.
