The Liaison Officer (LNO) to Joint Task Force-ARES (ARES) will serve as the primary point of contact (POC) for ARES, supporting full-spectrum cyberspace operations coordination with J3, CNMF, and partners. This role involves facilitating communication and collaboration between ARES and other USCYBERCOM components, ensuring seamless integration of Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), and DODIN operations. Leverages all authorized resources and analytic techniques to penetrate targeted networks and/ or Conducts advanced analysis of collection and open-source data to ensure target continuity; to profile targets and their activities; and develop techniques to gain more target information. Determines how targets communicate, move, operate and live based on knowledge of target technologies, digital networks, and the applications on them. S/He must have or be able to get and maintain a Top-Secret security clearance with counterintelligence scope polygraph, to be able to have access to classified materials and send communication on USG’s classified systems and be able to have unescorted access to restricted spaces at USG facilities to brief USG personnel. The following are examples of the LNO functions: ● Leads the technical analyses for the subject matter activities, strategic planning, and preparation of deliverables; ● Serves as main POC for TF ARES support to full spectrum cyber ops. ; ● Provides technical guidance and oversees on subject matters the sub-commands; ● Build and maintain relationships with strategic partners. Certifications: CISSP or CISM At least 15 years of progressive experience in the cybersecurity field with at least 5 years experience supporting OCO. Demonstrated experience in various areas of cybersecurity and cyber operations, including cyberspace mission planning, cyber solutions design, experience with mission systems and tool integration ; development of access strategies and policies, legal and regulatory frameworks cyber operations. Demonstrated experience in managing stakeholder relationships at senior levels of government. Expert knowledge of current cybersecurity tools and systems, offensive and defensive cyber operations planning, cyber incidents response and compliance, cybersecurity strategic planning, legal and regulatory requirements Demonstrated program management and leadership skills, including the ability to lead teams, mentor staff and collaborate effectively with stakeholders and beneficiaries; Excellent verbal and written communication skills to effectively communicate with all levels of USG and contract staff, both technical and non-technical; Ability to produce detailed reports, documentation and presentations.
