The role holder is accountable for the end-to-end delivery of Retail Banking technology initiatives, from definition through to closure, ensuring benefits realization through disciplined planning, mobilization, execution, governance, and operational readiness. Delivery is carried out in line with HSBC SDLC / BTF / Agile / DevOps standards.
The role covers all MENAT markets (UAE, Qatar, Egypt, Oman, Bahrain, and Turkey) and requires strong coordination across regional and in-country stakeholders to deliver change consistently, maximize reuse of global capabilities where appropriate, and meet local regulatory and operational requirements. The role involves frequent engagement with senior IT and business stakeholders, demanding strong influencing skills, effective stakeholder management, and sound technical judgement. Given the scale and cross-market scope of Retail Banking change, the role also calls for strong leadership and organizational capability, including empowering teams and delegating effectively.
Duties & Responsibilities:
- Mobilize and govern Retail Banking deliveries end to end—setting the delivery approach, managing budget, RAID, dependencies, and scope control through to closure.
- Drive execution using HSBC SDLC / BTF / Agile / DevOps practices and standard tooling (e.g., Clarity, Workbench, JIRA/Confluence where applicable).
- Maintain tight control of scope, timeline, resourcing, and financials, producing clear, decision-focused reporting for stakeholders and steering forums.
- Ensure controls and NFRs are defined, delivered, and evidenced; lead operational readiness activities and enable a safe go live.
- Continuously improve Retail Banking services using qualitative and quantitative insights, with a focus on resilience, security, supportability, and cost efficiency.
- Ensure adherence to Group objectives, standards, policies, and procedures, as well as regulatory requirements, architecture standards, and business goals; keep relevant stakeholders informed of matters impacting their responsibilities.
- Lead MENAT Retail Banking programmes (and other regional initiatives as required) across all markets, delivering outcomes on time and within budget without compromising service stability or control effectiveness.
- Develop and maintain integrated delivery plans through analysis, building, test, release/cutover, and operational readiness, using HSBC delivery frameworks and tools (e.g., Clarity).
- Ensure market deployments align with strategic roadmaps, architecture standards, and local regulatory and operational requirements.
- Track execution against plan and proactively resolve or escalate blockers, risks, issues, and dependencies (e.g., environments, integrations, testing, release windows, operational acceptance).
- Define, measure, and report CSFs/KPIs and delivery objectives across resilience, performance, control compliance, and benefits realization.
- Maintain a strong understanding of Retail Banking platforms and the wider technology landscape to apply appropriate delivery governance and controls.
- Manage and escalate risks and issues with clear options and impact analysis, minimizing disruption to live Retail Banking services.
- Deliver resilient change at pace—implement scalable, sustainable Retail Banking capabilities while preserving service stability and maintaining agreed release cadence.
- Navigate a complex stakeholder landscape by building strong relationships across regional and market teams spanning Business, Technology, Operations, and Controls to support roadmap execution and operational readiness.
- Drive regional-to-global alignment by converging MENAT Retail Banking capabilities towards strategic global solutions and target-state architecture, enabling standardization and reuse with minimal customer or operational disruption.
- Address regulatory and market variability by influencing global programmes and dependencies to meet local regulatory obligations, localization needs, and cross-border constraints across MENAT.
- Balance competing priorities and constrained capacity by managing conflicting market demands and dependencies with limited budgets and finite engineering capacity, ensuring transparent prioritization and outcome-based trade-offs.
- Deliver under cost and productivity pressure by improving delivery efficiency, reducing rework, strengthening automation and standardization, and sustaining the operational support model for the Retail Banking estate.
Experience & Qualifications:
- A graduation degree is essential for obtaining a UAE visa and work permit. If your university certificate is from outside the UAE, up-to-date attestations and equivalency are also mandatory (Recognition of Higher Education Qualifications Issued Outside The UAE)
- Minimum 5+ years’ experience in Technology Project/Programme/Delivery/Technical Product Management delivering medium-to-high complexity change.
- Besides having fair understanding of technology know-how, working knowledge of Retail Banking products and platforms is preferred, typical banking processing patterns and integration with surrounding enterprise capabilities (channels, integration/messaging, ops tooling, data/MI, interfaces).
- Experience working in Agile/DevOps and/or hybrid delivery models; proficient with delivery tracking tools (e.g., JIRA, Confluence) and governance reporting.
- Proven ability to run delivery governance (plan, RAID, dependencies, milestones, status reporting) and operate within a controlled environment.
- Proven ability to influence and manage senior IT and non-IT stakeholders; able to communicate clearly with both technical and non-technical audiences.
- Working knowledge of how regulatory obligations and internal controls impact technology delivery (e.g., evidence, approvals, operational readiness).
- Comfortable managing evolving priorities and backlogs while maintaining delivery grip and traceability to outcomes.
- Experience managing third-party vendors/consultancies with clear deliveries, quality expectations and governance.
- Excellent negotiation and diplomatic problem-solving skills to resolve issues across functional areas and between the organization and external parties.
- Ability to challenge scope and manage costs without compromising resilience, security or control requirements.
- Brings energy and pace, works effectively across cross-functional teams, and demonstrates urgency and ownership in delivering resilient, well-controlled Retail Banking outcomes that improve customer and colleague experience.
