The Brent Spence Bridge Corridor Project is a transformational $4+ billion bi-state infrastructure investment led by the Ohio Department of Transportation (ODOT) and Kentucky Transportation Cabinet (KYTC). The program includes the construction of a new companion bridge over the Ohio River, rehabilitation of the existing Brent Spence Bridge, reconstruction of approximately 7.8 miles of interstate corridor, major interchange improvements, environmental stewardship initiatives, and extensive stakeholder and community engagement efforts. HNTB serves as the Consultant Contract Oversight Manager (CCOM) supporting ODOT and KYTC throughout delivery of the Progressive Design-Build program, providing oversight of contract administration, environmental compliance, project controls, financial planning, grant administration, stakeholder engagement, public involvement, and risk management. This opportunity entails serving as the Senior Program Manager responsible for leading HNTB's Program Management Consultant team and delivering industry-leading program management services throughout design and construction. The successful candidate will serve as an advisor to ODOT, KYTC, FHWA, and executive stakeholders while overseeing a multidisciplinary team supporting one of the largest transportation projects in the United States.
What You’ll Do:- Acts as the client’s agent in delivering complex PMC services for key clients in the areas of strategic planning, alternative delivery, innovative financing, procurement/contract management, risk management, project controls, quality management, construction management, project closeout and acceptance, and operations/maintenance.
- Routinely resolves difficult issues of significant financial impact, assessing and managing risk on behalf of the client.
- Identifies opportunities to advance HNTB’s presence and revenue opportunity in the PMC space, leveraging nationally acknowledged reputation to pursue and land those opportunities.
- Nationally well-known expert in their respective industry with well-established strong client connections. Represents HNTB with state and national industry organizations.
- Interacts with executive level government or public officials and/or executive level clients on advanced program matters often requiring coordination between organizations.
- Responsible for defining staffing needs for the delivery of services, providing direction and oversight to Project Managers, other staff, client staff and subcontractors.
- Has an awareness and understanding of the political environment and sensitivities in which a program is being delivered.
- Able to lead HNTB team in understanding client perspectives and vision of success while keeping staff connected to firm culture and organization.
- Develops a deep understanding of full range of HNTB services and firm-wide resources.
- Leads the development of client service action plans and client project reviews.

Program Details Program Leadership
- Lead and oversee all Contract Oversight services for the Brent Spence Bridge Corridor Program.
- Serve as HNTB's primary executive representative to ODOT, KYTC, FHWA, and major project stakeholders.
- Direct multidisciplinary teams responsible for project management, environmental compliance, communications, financial management, project controls, small business enterprise compliance, and contract administration.
- Establish strategic priorities and ensure alignment with program goals, schedule commitments, and performance objectives.
Project Delivery and Oversight
- Oversee Progressive Design-Build delivery and support owner oversight activities throughout design and construction.
- Develop multiple change orders and meet expected dates of completion and engage with stakeholders on a regular basis regarding potential contract changes and risk items
- Providing timely analysis of changes and claims and recommending appropriate negotiating strategies
- Develop change and claim avoidance and prevention strategies
- Provide high level change summary and assist client in negotiations with the Contractor
- Lead program-level risk management, issue resolution, and decision-making processes.
- Monitor design development, construction progress, schedule performance, and budget management.
- Provide executive guidance on contract administration, change management, and governance processes.
- Ensure compliance with federal, state, and grant funding requirements.
Financial and Commercial Management
- Manage financial performance of the CCOM contract, including staffing, budgets, forecasting, and profitability.
- Oversee grant administration, reporting requirements, and funding compliance activities.
- Evaluate program risks related to cost, schedule, scope, and commercial matters.
- Support executive-level reporting and performance monitoring.
Stakeholder and Public Engagement
- Maintain strong relationships with agency leadership, elected officials, community organizations, industry groups, and project stakeholders.
- Support strategic communications, public involvement activities, media coordination, and stakeholder engagement initiatives.
- Facilitate executive meetings, advisory committees, and governance boards.
Team Leadership
- Lead, mentor, and develop a high-performing team of program managers, project control specialists, and support staff.
- Coordinate resources across multiple disciplines and offices.
- Foster a culture of collaboration, accountability, innovation, and client service excellence.
What You'll Bring- Experience serving in a Program Manager, Senior Project Manager, Program Management Consultant, or equivalent leadership role.
- Demonstrated success managing large multidisciplinary teams and complex stakeholder environments.
- Must be used to fast-paced dynamic environments with many stakeholders. Must be prompt and responsive.
- Be proficient in the contract change process and enable knowledge sharing with wider project management team.
- Experience with working with Construction Management Team to identify potential changes and scope impacts.
- Exposure to Mega Projects a MUST
- Must be proficient in the use of Microsoft Product Suite. Will have exposure to various construction and Management platforms, such as Procore, Power BI, AASHTOWare
What We Prefer- 20+ years of experience managing transportation mega-projects.
- Progressive Design-Build, Design-Build, CM/GC, or other alternative delivery experience.
- Experience with bridge, highway, or corridor programs exceeding $500 million in construction value.
- Professional Engineer (PE) license.
- DBIA Certification.
- Project Management Professional (PMP) certification.
- Experience working with state DOTs, FHWA, and federal grant-funded programs.
