What We're Looking For HNTB's East Florida Construction Services Group, operating out of Kissimmee, FL, is looking to bring on a Contract Support Specialist for CEI Projects. The right individual will have experience in FDOT CEI or very similar in another State. This is to fill an existing need on projects HNTB is actively managing. Reviews contracts and other project-related documentation for compliance with client policy and requirements. Assesses risks/issues and advise leadership on necessary changes to mitigate risks or come into compliance with required contract language and provisions as well as suggested process or language improvements. Provides continuous contracting support from the preliminary stage through close out in a highly proactive and responsive manner, working independently to support the client. Interacts with Project Managers and other client personnel including incumbents from Engineering, Finance, Procurement and Legal.
What You'll Do:- Performs office management engineer work when needed including but not limited to; prepares meeting agendas and meeting minutes, assists in processing and maintains tracking logs for RFIs, submittals, pay estimates, and other deliverables.
- Assists with and monitors construction field work tasks and activities on a project to ensure conformance to plans and specifications. Reads, comprehends, and checks for compliance with applicable contract documents.
- Performs or observes on-site material testing. Reviews plans and specifications to determine material requirements (quantities and qualities), pricing of materials, etc. and ensures that procedures and materials comply with plans and specifications.
- Read and interpret construction drawings and specifications and identify discrepancies or conflicts within the documents.
- Reviews contractor’s daily construction reports for accuracy, thoroughness and consistency. Regularly reviews contractor's as-built mark-ups, documents project progress using video and photos.
- Consults with Resident Engineer on work progress and construction problems, proactively recommends solutions and assists in the resolution of issues, and acts as a liaison with the engineer of record.
- Remains current and knowledgeable of industry technology and tools used to perform inspection work through industry resources, training, and research. Gains exposure to new technology and utilizes it (GPS/Rovers) to increase efficiency and accuracy of inspection tasks.
- Performs other duties as assigned.
What You'll Need:- Associates degree in relevant field and 4 years relevant experience, or
- Bachelor's degree in Construction Management or related field and 2 years relevant experience.
What You'll Bring :
- Recognizes and escalates discrepancies or conflicts within documents.
- Interprets and understands the contractor schedules to provide feedback.
- Operates relevant testing equipment for assigned duties.
- Understands Microsoft Office Suite and other computer software at an intermediate level.
- Calculates complex pay quantities.
- Identifies, documents, and escalates change conditions.
- Understands document controls for the project (i.e., materials documentation of RFI, contractor payment, contractor employment records) at an intermediate level with guidance from more senior staff.
What We Prefer:- Contract Support Specialist, or Associate Contract Support Specialist work history in District 5, or other FDOT districts.
- Knowledge of FDOT systems including PrC and SCOC and the ability to work independently to produce verifiable quantity records and process FDOT monthly estimates.
- CTQP Certifications - Final Estimates Level I and II.
- Strong oral and written communication skills.
- Excellent attention to detail.
- Knowledge of Microsoft Office applications.
- Able to learn and use multiple client legacy systems and web-based tools (training provided).
- Technical Excellence - Excellent knowledge of the job and professional expertise, understands the requirements of the chosen field. Stays current. Produces quality work.
