Lead the global CapEx organization and serve as the principal operational partner and delegated representative to the Global Head.
Partner with the Global Head to develop and maintain the PDx strategic CapEx and Manufacturing Footprint roadmap, translating long-range capacity, supply resilience, new product introduction, technology transfer and site master-planning needs into executable investment plans.
Lead annual and long-range capital portfolio planning, prioritization and resource allocation across strategic, compliance, EHS, capacity, productivity, digital, asset replacement and recapitalization projects.
Direct the delivery of assigned portfolios and personally lead or sponsor complex strategic investments, including individual capital projects of at least US$50 million (or equivalent), across greenfield, brownfield and live-site environments.
Ensure projects are managed end-to-end from feasibility, front-end loading and business case/CAR approval through design, procurement, construction, commissioning, qualification, start-up, handover, closeout and benefits realization.
Manage and further develop project governance and assurance, including project charters, execution plans, design and constructability reviews, contracting strategies, stage-gate reviews, steering committees, readiness assessments, independent health checks and clear escalation routes.
Own integrated project controls and performance management for scope, cost, cash flow, schedule, critical path, resources, risk and opportunity, contingency, change, forecasting, progress measurement and KPIs; intervene early and lead recovery plans for projects that are off track.
Provide direct and matrix leadership to assigned Project Directors / Managers, site CapEx leaders, project controls and PMO resources; establish clear accountabilities, coach performance, build capability and maintain succession depth across the global project-management network.
Ensure all project work complies with GE HealthCare EHS and construction-safety expectations, cGMP and Quality requirements, regulatory commitments, Procurement and Finance controls, and applicable local statutory and legislative requirements.
Build strong alignment with PDx Integrated Supply Chain and site leadership, Manufacturing, Quality, EHS, Engineering, Finance, Procurement/Sourcing, CQV, Lean and Digital teams to secure timely decisions and integrated project outcomes.
Define and govern the external delivery model and contractor strategy. Lead selection and performance management of EPCM, EPC, construction-management, architectural/engineering, construction, equipment and CQV partners, with strong scope definition, tendering, contracting, commercial discipline, change control, claims avoidance/resolution and closeout.
Provide transparent executive reporting and concise recommendations to sponsors, steering committees and leadership teams, clearly communicating progress, forecast, value, key risks, decisions and corrective actions.
Ensure robust operational-readiness and handover strategies are developed and delivered, including commissioning and qualification integration, training, documentation, spares, maintenance readiness, start-up/ramp-up and achievement of approved business benefits.
Drive standardization and continuous improvement of PDx project-management processes, stage-gate governance, digital PPM and business-intelligence tools, templates, metrics, benchmarking, lessons learned and knowledge transfer across sites and regions.
• Location: Europe-based, ideally Cork, Lindesnes, Oslo or Eindhoven; another major PDx manufacturing location may be considered. Mix of on-site and hybrid working, subject to local policy and business need.
• Travel: International travel of up to 30% depending on the capital portfolio and project phase.
