Position Summary
The Associate Director, Environment, Health & Safety (Construction) is responsible for leading the implementation and execution of Environmental, Health & Safety (EHS) programs across hyperscale data center construction projects in Malaysia. The role partners closely with Construction, Project Management, Design, Commissioning, and General Contractors to ensure all works are delivered safely, sustainably, and in full compliance with corporate standards, Malaysian legislation, and client requirements.
The Associate Director provides strategic leadership to project EHS teams, drives contractor safety excellence, promotes a proactive safety culture, and supports continuous improvement initiatives to achieve world-class EHS performance.
Key Responsibilities
EHS Leadership
- Lead the implementation of corporate EHS strategies across multiple construction projects.
- Foster a proactive, "Zero Harm" safety culture through visible leadership and employee engagement.
- Mentor and develop Project EHS Managers, EHS Leads, and Safety Officers.
- Provide technical guidance and strategic advice to project leadership teams.
- Support regional EHS initiatives and organizational objectives.
Construction Safety Management
- Oversee project-specific Construction EHS Management Plans.
- Ensure effective implementation of:
- Permit-to-Work systems
- Lockout/Tagout (LOTO)
- Working at Height
- Excavation Safety
- Confined Space Entry
- Lifting Operations
- Temporary Works
- Electrical Safety
- Energization & Commissioning Safety
- Hot Work Management
- Traffic Management
- Verify critical risk controls are implemented before high-risk activities commence.
Contractor EHS Management
- Lead contractor EHS prequalification and onboarding processes.
- Review contractor safety programs and site-specific EHS plans.
- Conduct contractor performance reviews and audits.
- Ensure subcontractor compliance with corporate and project safety standards.
- Drive accountability through regular leadership meetings and performance reporting.
Regulatory Compliance
Ensure compliance with applicable Malaysian legislation, including:
- Occupational Safety and Health Act (OSHA)
- Occupational Safety and Health (Amendment) Act 2022
- Factories and Machinery legislation (where applicable)
- Environmental Quality Act
- CIDB safety requirements
- DOSH regulations
- Fire safety regulations
- Local authority requirements
Support regulatory inspections and maintain positive relationships with relevant authorities.
Incident Management
- Lead investigations into serious incidents, near misses, and high-potential events.
- Apply structured root cause analysis methodologies.
- Ensure timely implementation of corrective and preventive actions.
- Track incident trends and recommend improvement initiatives.
- Share lessons learned across projects and regional teams.
Risk Management
- Review and approve:
- HIRARC
- Job Hazard Analysis (JHA)
- Method Statements
- Safe Work Method Statements (SWMS)
- Lift Plans
- Participate in design reviews to eliminate or mitigate construction risks.
- Support Design for Safety (DfS) initiatives.
Environmental Management
Oversee project environmental compliance relating to:
- Waste management
- Hazardous materials
- Dust control
- Noise management
- Water discharge
- Spill prevention
- Pollution control
- Environmental incident reporting
Support sustainability objectives and ESG initiatives.
Audits & Assurance
- Lead internal EHS audits and inspections.
- Support client audits and independent third-party assessments.
- Monitor corrective action closure.
- Ensure readiness for ISO certification audits where applicable.
Reporting & Performance
Develop and monitor key EHS performance indicators, including:
- Total Recordable Incident Rate (TRIR)
- Lost Time Injury Frequency Rate (LTIFR)
- Near Miss Reporting
- High Potential Incidents
- Contractor Safety Performance
- Audit Scores
- Corrective Action Closure Rate
Prepare executive dashboards and reports for senior management.
Stakeholder Management
Partner with:
- Construction Directors
- Project Directors
- Design Managers
- Commissioning Teams
- Project Controls
- Procurement
- General Contractors
- Consultants
- Clients
- Government Authorities
Act as a trusted advisor on EHS matters throughout the project lifecycle.
Qualifications
Education
- Bachelor's Degree in:
- Occupational Safety & Health
- Environmental Science
- Engineering
- Construction Management
- Related discipline
A Master's Degree is advantageous.
Professional Certifications
Preferred qualifications include:
- Registered Safety & Health Officer (Green Book)
- NEBOSH Diploma
- NEBOSH Construction Certificate
- Certified Safety Professional (CSP)
- ISO 45001 Lead Auditor
- ISO 14001 Lead Auditor
- IOSH Managing Safely
Experience
- 12–15 years of progressive EHS experience.
- At least 8 years supporting large-scale construction projects.
- Minimum 5 years in a leadership role managing EHS teams.
- Experience with hyperscale data centers, semiconductor, pharmaceutical, industrial, or mission-critical facilities is strongly preferred.
- Proven experience working with international EPC contractors and multinational project teams.
- Experience managing projects valued at RM500 million or more is advantageous.
