役割と責任

【共通】

• 各段階においてリスクアセスメントを実施し、必要に応じてリスク管理計画を立案・実行する。
• CMC規制の観点から規制上の議論を行い、開発戦略に関する適切な情報を提供することでクロスファンクショナルチームに貢献する。
• グローバルチームを含む関連部門に対し、規制・技術上のアドバイスを提供する。
• 自身の知識・スキルを活かし、チームメンバーをリード・支援する。

【開発段階】

• 治験届（CTN）に必要な情報を提供し、必要に応じてグローバルチームと連携し、提出タイミングを考慮したCTN関連添付文書を作成する。
• 日本で受け入れ可能な医薬品の開発に向け、グローバルチームへ情報を提供する。
• 重要な製造工程変更や製品品質に影響する開発計画が生じた場合、グローバルチームと連携し、他国の結果に基づいてPMDA相談の必要性を評価する。
• 新規添加剤および生物由来原料基準の観点から添加剤を評価し、必要に応じて関連部門へ情報を共有する。

【申請審査（JNDA/sJNDA）】

• PMDA相談： グローバルチームとの協議を通じて戦略を立案し、期待する回答を得るための合意形成を行い、戦略に基づいた文書を準備する。
• CTD作成： CTDの内容が規制要件を満たし、グローバルチームとの合意に沿ったものとなるよう協議しながら作成する。また、チームメンバーがCTDを作成できるよう支援する。
• GMP/GCTP査察： 承認申請書に記載された製造サイト等の情報を担当部署へ提供し、サポートする。実地査察では、承認申請書の内容の観点を中心に、製造販売業者の構成員として同行・支援する。
• 当局とのコミュニケーション： PMDA相談・承認審査等において、照会事項の背景説明・議論・交渉を通じて、グローバルチームの合意に基づいた回答を提出する。必要に応じてF2F会議を計画する。

【ライフサイクル管理】

• 製造部門の変更管理情報に基づき、製品供給の観点および製品品質・マーケティングの状況を踏まえた適切な規制戦略を提案し、規制業務を実行する。
• 製造部門の変更情報に基づき、一部変更申請の申請・承認タイミングを管理する。
• 市販品に関する問い合わせが発生した場合、関連部門と連携して適切な対応を行う。
• 品質部門からの問い合わせに対応し、必要な支援を行う。
• ライフサイクル管理に関連する業務を円滑に進めるため、他部門と連携する。

必要な知識・スキル

【申請実務】

以下の申請実務を遂行すため、10年以上の実務経験と十分な専門的知識、複数プロジェクトの同時進行管理の経験が必要（JNDA/sJNDA・一部変更申請）：

• 申請書およびCTDの作成
• 軽微変更届の作成
• JAN申請対応
• GMP/GCTP査察対応（国内・海外）
• 外国製造業者認定
• マスターファイル対応（In-Country Caretakerとの連携）

【技術知識】

以下の分野に関する十分な経験または知識が必要：

• 日本薬局方
• 有機合成・化学分析・タンパク質化学・生化学・微生物学
• 製剤開発
• 製造管理および品質管理（GMP、GCTP、GQP）

【スキル】

• 英語コミュニケーション： グローバルチームとの会議（電話会議含む）に単独参加し、業務を遂行できるレベル
• 交渉力： 優れた交渉力（Excellent negotiation skills）
• リーダーシップ： 必須
• コーチングスキル： 必須

【コンピテンシー】

• 複雑な規制課題に対して、戦略的・論理的に対処できる。
• 変化の激しいグローバル環境に柔軟に適応できる。
• チームに対して良い影響を与え、主体的に責任を持って業務に取り組む姿勢

On-site Protocol

BMS has an occupancy structure that determines where an employee is required to conduct their work. This structure includes site-essential, site-by-design, field-based and remote-by-design jobs. The occupancy type that you are assigned is determined by the nature and responsibilities of your role:

Site-essential roles require 100% of shifts onsite at your assigned facility. Site-by-design roles may be eligible for a hybrid work model with at least 50% onsite at your assigned facility. For these roles, onsite presence is considered an essential job function and is critical to collaboration, innovation, productivity, and a positive Company culture. For field-based and remote-by-design roles the ability to physically travel to visit customers, patients or business partners and to attend meetings on behalf of BMS as directed is an essential job function.
