We are looking for an exceptional Technical Program Manager (TPM) with strategic expertise and a strong delivery record in building trust to join our team as a Sr. WFP Strategist. We are looking for someone who leads with curiosity, owns outcomes, and shapes the path forward. This is not a role for "task-takers." You will be the domain expert in the room, a trusted advisor leaders turn to for critical workforce decisions and, just as critically, a hands-on builder. Wearing multiple hats is what makes this role unique. You will own a portfolio of relationships with senior leaders, develop the tools and automation that make workforce planning scalable, and partner closely with Finance, HR, Talent Acquisition, and Operations to enable teams to execute against plans. You will bring a distinct point of view, challenge assumptions, and translate complex business strategy into actionable plans.
Key job responsibilities
- Serve as the workforce planning expert in the room – bringing benchmarking, research, and quantitative rigor that earns trust and shapes how leaders think about their workforce.
- Translate complex business strategy into actionable workforce plans addressing headcount, composition, and capability requirements across the assigned org portfolio.
- Partner with Finance, HR, Talent Acquisition, and business leadership to manage creation of tools and processes that support workforce plans in cadence with AWS' operational cycles.
- Develop scalable solutions and playbooks that equip partners and leaders to execute workforce planning with greater independence. Build, debug, and improve automated solutions that reduce manual recurring work; leverage AI tools and workforce planning platforms to increase throughput.
- Contribute to shared knowledge infrastructure. Developing agentic solutions to share workforce planning expertise with many stakeholders.
A day in the life
No two days look the same, but every day blends strategic thinking with tangible output. You are the expert in the room. Your morning might start with a benchmarking deep-dive that reframes how a business leader you support thinks about their engineering-to-program-management ratio, followed by a working session with Finance to stress-test headcount assumptions against hiring pipeline data. After lunch, you shift to building – refining an automation feature that saves you and your PXT partners hours of recurring work, or putting together a reusable library that captures what you learned for the next engagement. You close the day in a team forum, sharpening each other's thinking on an upcoming OP1 cycle.

This role sits within AWS Workforce Planning. The successful candidate will own a portfolio of senior business leaders relationships and is expected to contribute to OP planning cycles, participate in 2x2 business reviews, contribute to collective upskilling, and help advance the knowledge and code-sharing infrastructure that defines how WFP scales throughout AWS. We are builders – developing real solutions, equipping HRBPs to plan and execute at scale, and earning trust through rigor and delivery. We operate throughout a four-stage planning lifecycle:
- Design: Define capabilities through demand planning, benchmarking, and workforce composition.
- Plan Build: Translate capability needs into a headcount and composition plan accounting for current and future state.
- Operationalization: Enable execution through clear implementation strategies

AWS Workforce Planning sits inside AWS PXT, partnering with Finance, Talent Acquisition, HRBPs, and business leaders across AWS. Our purpose is to help those leaders make better, faster workforce decisions – combining expertise with technology so they can solve problems, see around corners, and shape their organizations ahead of future needs. We turn complexity into clear, integrated solutions.
Basic Qualifications
- 7+ years of technical product or program management experience
- Experience using customer insights and data to deeply understand target customers and dive deep
- Experience communicating clearly and concisely with leadership, stakeholders, and cross-functional teams
- Experience in managing and troublshooting network, or experience that includes strong analytical skills, attention to detail, and effective communication abilities
- Has led teams that have built workforce programs and tools, and has familiarity solving familiarity in problems/efforts with visible risks, roadblocks, and some constraints.
- Experience setting technical requirements for process automation
- Strong analytical and problem-solving skills, expertise in deriving insights through data analysis, practical knowledge and experience in inferential statistical application.
Preferred Qualifications
- Experience working with customers with a passion for delivering exceptional service, or experience that includes strong analytical skills, attention to detail, and effective communication abilities
- Experience in written and verbal communication with the ability to present complex technical information in a clear and concise manner to executives and non-technical leaders
- Master's degree or above in business, engineering, statistics, computer science, mathematics or related field
- Application of data mining/machine learning algorithms
- Experience with making large scale optimization and predictive models

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
