AWS Data Center APJC Construction Program team is seeking a highly enthusiastic, motivated, and customer-facing Construction Program Manager – Digital Delivery & Governance to govern the quality of all digital deliverables across the lifecycle across our hyperscale data-center construction portfolio. They innovate, develop, manage AI-powered design release quality gate process (scoring packages for document completeness, BIM compliance, clash detection). They setup the AWS BIM requirements, train and oversee GC BIM coordination during construction (federated models, weekly clash resolution, BIM Execution Plan Enforcement). As CPM-Digital Delivery & Governance, you will work with a multi-disciplinary team of BIM specialists with a detailed knowledge design, BIM engineering and construction principals. You are responsible of governing the BIM deliveries in both design and construction stages consistently achieve industry leading standards and AWS requirements on technologies across the portfolio. You will track the document changes, stored and reported and enable the final as-built meeting the customer requirements, assuring as-built model quality at PFHO. This Construction Program Manager will develop and maintain construction-specific BIM standards, governance workflow and adapt EIR for APJC. This role also scale AI-powered construction technology tools (CDMS, Akuma, ScheduleIQ) across the portfolio.
This is an individual contributor role reporting to the APJC Construction Program Lead. You will support Construction Managers delivering data center capacity across the APJC region. This position is based in Singapore, Sydney, Mumbai, or Tokyo and involves regular travel (up to 20% of the time) to project sites and other locations in the region.
This Construction Program Manager will be ultimately responsible for ensuring the Construction team adopts consistent and scalable AI-enabled approaches, processes, and digital delivery standards (ISO 19650) in APJC Construction. You will lead the integration of BIM information management, and construction technology platforms including Procore, BIM 360, and custom AI applications. The Construction Program team will provide centralized support and metrics tracking functions to Construction Managers on preconstruction services, AI-enhanced project controls (time, cost, quality and safety), administration tasks, systems, programs, processes, SOPs, templates and intelligent dashboards. This role will focus on BIM Governance throughout Design and Construction, and develop strategies to drive efficiency and smart BIM related solutions for project control.
Key job responsibilities
Construction Project Control & BIM Management
• Own end-to-end BIM information management for AWS's hyperscale data center program across APJC portfolio, ensuring compliance with ISO 19650 standards and AWS Exchange Information Requirements (EIR)
• Manage BIM professionals across consultant and contractor firms, establishing standardized quality frameworks that reduce design coordination clashes through earlier cross-discipline conflict detection and AI-enhanced clash detection workflows
• Lead comprehensive project controls across all construction phases, gathering data across clusters to support reporting on scope, schedule, budget, resources, quality and risk management, with AI-enhanced metric development and tracking
• Develop and maintain construction project control dashboards that provide leading indicators for time and cost performance, integrating traditional project management metrics with AI-generated predictive analytics
• Implement reality capture and digital twin technologies to improve design accuracy, construction verification, and as-built documentation quality
• Establish and maintain BIM standards, processes, and workflows as well as Educating and training internal teams and GC in BIM software and procedure.
• Lead discussions in engineering/ construction best practices supporting the wider team by sharing knowledge with a view to establishing new standards
Digital Delivery Governance

Success Metrics: Design Release package scores, clash resolution rates, as-built delivery rates (target 86%+), and cost avoidance ($100k+ per project through early interception).
A day in the life
You will use data, AI-generated insights, and anecdotes to tactically drive internal customers to manage project risks (time, cost, quality and safety). You will apply your knowledge and experience in both construction project controls and AI/ML engineering to identify and develop intelligent dashboard reporting and automated decision-support systems that provide visibility to peers and leadership to drive better business outcomes. You need to have the backbone to use the data to tell the business "this is what the data is telling us, and this is how it should be done" that enable our Construction Managers to enforce effective project control with their General Contractors and vendors.
You will architect agentic workflows that automate repetitive construction quality and compliance processes, freeing Construction Managers to focus on high-value strategic work. You will collaborate with cross-functional teams including Data Engineers, Construction Managers, BIM professionals, and AWS AI/ML specialists to continuously improve and scale AI solutions across the APJC portfolio.
You must be an effective communicator, sending clear, concise and consistent messages verbally, in written form, and/or in public speaking forums. You must have diplomacy, patience, and tact to earn trust in relationships to effectively advise, instruct, and challenge internal and external partner teams on AI strategies, construction processes, and digital delivery methodologies.

You will be integrated with a global network of Construction professionals including Construction Managers, Program Managers, Regional Managers, and Regional Project Engineers in operational teams, as well as the Data Engineers.
Our Data Center Construction Program team owns and drives the process and dashboard reporting from constructability of design, procurement strategies, proposal development, bid analysis, award, to managing the onsite construction work.

Basic Qualifications
- Experience with Microsoft Office including Outlook, Word, and Excel, or experience reading and writing procedures, technical documents, and engineering drawings
- Experience that includes strong analytical skills, attention to detail, and effective communication abilities, or experience with automation and any version control tools and experience with Active Directory
- 5+ years of working with Data & AI related technologies, including, but not limited to, AI/ML, GenAI, Analytics, Database, and/or Storage experience
- Bachelor's degree in Construction Management, Electrical, Mechanical, Civil Engineering, or a similar technical discipline
- Experience with construction technology platforms including Procore, Autodesk BIM 360, Bluebeam, and document management systems
- Experience with BIM information management and digital delivery standards (ISO 19650 or equivalent)
- Experience in the establishment and management of BIM & VDC models including orientation, geo-positioning, coordination and the set-up of model reviews.
- 5+ years working with BIM authoring tools (e.g. Revit, Navisworks, or equivalent 3D coordination platforms)
Preferred Qualifications
- Knowledge of at least one programming language such as Java, C#, JavaScript, Python, Ruby or Perl
- Intermediate to advanced level knowledge of Procore software and construction management workflows
- Experience directly related to program delivery / PMO and coordination in construction or infrastructure programs
- Experience working with SQL, data pipelines, and automated data processing workflows
- Experience managing cross-functional teams of 20+ professionals across multiple countries
- Ability to read and interpret construction specifications and drawings for all disciplines (architectural, structural, MEP, civil)
