Project Leo is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed broadband network connectivity to unserved and underserved communities around the world.
We are looking for an experienced software development manager to lead the team building our legal compliance and data governance platform. This system processes authorized legal demands across multiple countries while enforcing strict data minimization, jurisdictional boundaries, and customer privacy protections. You will own a security critical product that balances strict response SLAs with rigorous access controls, tamper proof audit trails, and country specific data sovereignty requirements. This is a unique opportunity to build a platform from early stage through global scale, shaping how we protect customer trust while meeting legal obligations in every market we serve.

Key job responsibilities
You will own development of a multi-jurisdiction platform that processes authorized legal demands while protecting customer privacy through layered authorization, field level access control, and instance isolation per country. You will manage day to day team execution, grow engineers' skills, define goals and success metrics, and drive architecture decisions across platform components including identity management, rules engines, case management, and secure data delivery. You will partner with legal, compliance, and policy stakeholders across jurisdictions to translate regulatory requirements into working software, and you will identify opportunities for automation to reduce manual processing while maintaining security controls.
A day in the life
You will review security designs against established rubrics, ensuring new features enforce verified identity, mandate scoped disclosure, and jurisdictional containment before any data is accessed. You will coordinate with legal teams on country specific requirements, drive your engineers through sprint execution, and make tradeoff decisions between delivery velocity and security rigor. You will work closely with principal engineers and partner teams on integration points including customer data stores, encrypted delivery mechanisms, and external compliance systems.

The Leo Trust Services team owns the security of customer data and legal compliance for Project Leo's satellite broadband service. We build the systems that allow Amazon to meet its legal obligations worldwide without compromising our commitment to customer privacy. Our work spans cryptography, identity management, distributed systems, and regulatory compliance across dozens of countries

Basic Qualifications
- 3+ years of engineering team management experience
- 7+ years of engineering experience
- 8+ years of leading the definition and development of multi tier web services experience
- 3+ years of Software Engineer, Software Developer, or related occupational experience
- 1+ years of providing technical leadership and project management for all aspects of the software development lifecycle experience
- Bachelor's degree or foreign equivalent in Computer Science, Engineering, Mathematics, or a related field
Preferred Qualifications
- Experience in communicating with users, other technical teams, and senior leadership to collect requirements, describe software product features, technical designs, and product strategy
- Experience in recruiting, hiring, mentoring/coaching and managing teams of Software Engineers to improve their skills, and make them more effective, product software engineers
- Experience in many disparate technologies, typically ranging from front-end user interfaces through to back-end systems and all points in between

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
